WarHorse Omaha. Harrah's Columbus. Grand Island. Lake Mac. Five Commercial Racetrack Casinos — and Nebraska's First Full-Scale Gaming Era.
Nebraska spent decades as one of America's most restrictive gaming states — home only to small Class II tribal casinos and state lottery games. That changed in November 2020 when Nebraska voters passed three constitutional amendments by wide margins, authorizing casino gaming at licensed horse racing facilities across the state. It was one of the most significant gambling expansions in Great Plains history, opening the door to a new category of commercial racetrack casinos operating under the Nebraska Racing and Gaming Commission (NRGC).
The first properties moved quickly. WarHorse Casino Omaha, operated by WarHorse Gaming LLC — a subsidiary of Ho-Chunk, Inc., the Winnebago Tribe of Nebraska's economic development corporation — became the dominant force in Nebraska commercial gaming, opening in Omaha and Lincoln. Harrah's Columbus, a Caesars Entertainment property built in partnership with Columbus Exposition & Racing, brought a national casino brand to Platte County. Elite Casino Resorts, an Iowa-based operator known for quality mid-market properties, launched Grand Island Casino Resort at the historic Fonner Park complex in April 2025 and Lake Mac Casino Resort & Racetrack near Lake McConaughy in Ogallala in August 2025.
Nebraska's tribal gaming landscape predates the commercial expansion by decades. Four tribal properties — primarily operating Class II gaming under IGRA — continue to serve their reservation communities: Ohiya Casino & Resort (Santee Sioux Tribe, Niobrara), Lucky 77 Casino (Omaha Tribe, Walthill), Iron Horse Bar & Casino (Winnebago Tribe, Emerson), and Native Star Casino (Winnebago Tribe, Winnebago). The commercial and tribal markets operate in parallel — and together they define one of the fastest-growing gaming markets in the American Midwest.

WarHorse Gaming LLC | Omaha, NE — Nebraska's Largest Commercial Casino
WarHorse Casino Omaha is Nebraska's largest and most established commercial casino — the flagship of WarHorse Gaming LLC, a subsidiary of Ho-Chunk, Inc., the Winnebago Tribe of Nebraska's economic development arm. Located at Horsemen's Park on the south side of Omaha, WarHorse Omaha was among the first commercial casinos to open in Nebraska following the 2020 ballot initiative, and it quickly became the dominant gaming destination in the state's largest metro area.
The property offers a full casino floor with a wide selection of slot machines, live dealer table games, and poker, plus an on-site retail sportsbook for sports wagering. WarHorse Omaha benefits from a metropolitan Omaha catchment area of nearly one million people — and its position as the first major casino to arrive in Nebraska's gaming-hungry market means it built the state's largest loyalty base early.
WarHorse Gaming LLC also operates WarHorse Casino Lincoln, 55 miles southwest — giving Nebraskans two WarHorse properties connected by I-80. A third WarHorse property is under development in South Sioux City, with construction beginning summer 2026 and a projected opening in late 2027.

Prairie Flower Casino (Carter Lake, Iowa) — operated by the Ponca Tribe of Nebraska — is physically located in Carter Lake, Iowa, across the Missouri River from downtown Omaha. Geographically and culturally a Nebraska casino, it operates under Iowa gaming jurisdiction and is licensed by the Iowa Racing and Gaming Commission. Carter Lake is one of the few places in the U.S. where Iowa territory exists west of the Missouri River. For Omaha metro visitors, Prairie Flower is part of the local casino landscape even though it is not a Nebraska-licensed property.
WarHorse Gaming LLC is a subsidiary of Ho-Chunk, Inc. — the Winnebago Tribe of Nebraska's economic development corporation. This means Nebraska's two largest commercial casinos (WarHorse Omaha and WarHorse Lincoln) are majority-owned by a tribal nation, but operate as commercial racetrack casinos under the Nebraska Racetrack Gaming Act — not as tribal casinos under IGRA. The Winnebago Tribe also operates separate tribal properties (Iron Horse Bar & Casino, Native Star Casino) under their tribal gaming authority. WarHorse commercial casinos and Winnebago tribal casinos are distinct operations with separate regulatory frameworks.
Nebraska legalized retail sports betting at licensed racetrack casinos in 2023. All five commercial racetrack casinos — WarHorse Omaha, WarHorse Lincoln, Grand Island Casino Resort, Lake Mac Casino Resort, and Harrah's Columbus — operate on-site retail sportsbooks where guests 21+ can place wagers.
Statewide mobile sports betting is NOT LEGAL in Nebraska as of 2026. The Nebraska Racing and Gaming Commission does not authorize any mobile app for statewide real-money sports wagering. You must be physically present at a licensed racetrack casino to place a legal sports bet in Nebraska.
Nebraska is actively debating whether to legalize statewide mobile sports betting. Two legislative bills (LB 421 and LR 20CA) and two citizen-led petition drives are advancing as of mid-2026. If petitions gather sufficient signatures by July 2026, or if the Legislature passes a constitutional amendment, Nebraska voters could decide the mobile sports betting question at the November 2026 general election. BestInNebraska.Casino will update this page immediately if mobile sports betting is authorized.
Iowa — Full Statewide Mobile (LEGAL since 2019)
Iowa has full statewide mobile sports betting — DraftKings, FanDuel, BetMGM, Caesars Sportsbook, and BetRivers are all active. Nebraska residents who cross into Iowa (or who are physically present in Iowa) can use Iowa mobile apps to place legal bets.
Nearest Iowa sportsbooks: Horseshoe Council Bluffs (Caesars) directly across the Missouri River from Omaha — and all Iowa mobile apps activate the moment you cross the state line.
Note: You must be physically in Iowa to place a bet on Iowa mobile apps. Nebraska addresses do not qualify.

Nebraska's I-80 corridor is one of America's great highway gaming runs. Traveling west from Omaha on I-80, you pass four commercial casinos over 290 miles: WarHorse Omaha (Omaha) → WarHorse Lincoln (Lincoln, 55 miles) → Grand Island Casino Resort (Grand Island, 155 miles) → Lake Mac Casino Resort (Ogallala, 290 miles). The full corridor makes for a legitimate Nebraska casino road trip — four full-service casinos, four distinct markets, one unbroken interstate.
Nebraska's commercial casinos line I-80 from Omaha to Ogallala — 290 miles of interstate with four casino stops:
